Would it be possible to limit use of display area on second monitor?

I am thinking about cabinet ideas and I would like to build something similar to a megatouch jukebox cabinet with a wide, narrow (height wise) marquee. Rather than a betabrite, I would like to use like a 22" or 24" widescreen LCD but only expose the top half of qthe screen as is being done for the DMD screen on virtual pinball tables.

Just a thought for a feature idea.
