You can do this using WinRar, done it loads of times before.
Id reccomend using something like mp3 tagger to save the folder art to each individual mp3, then once youve seperated each song into its own folder, extract the images from the mp3 files into the folder, if it is possible...

To put each song into an individual folder:

First, select all the SINGLE files (put them all in one folder to start off with, it'll be easier to work with all your files)

Select ALL tracks within an album(ctrl + a)
right click on any one of the files and click 'Add To Archive...'
On the dialog box, click the FILES tab and check the box next to 'Put Each File To Seperate Archive'
Wait for each song to be added to its own zip file.
now select ALL THE ZIP FIles, right click on any one of them and click 'extract each archive to seperate folder', which will give you each song in its individual folder

I aslo have a batch file that can copy the same image file to all subfolders (single song folders) within a folder, if that is any use to you...
