Are there any programs that will look through your music and go out and download fan art?

This is supposed to. I've never used it for that reason myself. As well think it puts the fan art in the actual folder with your music opposed to grouping them all into a specified folder.

If used I would test with a few albums to make sure it doesn't screw up your collection.
